My diagnosis, from your testing, is that it it is a fault in the wiring of the USB services or the ADC inside your TT. Can't comment about how it works on Vista as I run XP on both my machines.
Just tested on my XP-HE m/c and the second track records fine - while playing the first track at the same time.
You do have both the Overdub and the Sofware Playthrough checked ?
