I would recommend that you set your Project rate to 44100 (44.1kHz) 16-bit stereo (this is the Red Book standardfor CDs). I assume from your posting that your are trying to export MP3s at a bitrate of 320 to get very high quality MP3s, right? As you haven't told us which version of Audacity you are ...

BUT you've still got multiple labels at each label point - in fact you have two separate label tracks which may also be confusing Audacity. As Steve says - additionally you can add markers to the current playing position as Audacity plays (or records) by typing CTRL+M
