I don't think you'eve bought the right device ! The ION Tape2PC is designed to, as its name suggests, transfer cassette tape recordings from tape to PC - not the other way around - i.e. to make digital recordings WAV or MP3 from the old analog stuff. The "normal" way of doing what you want...

One way of managing this would be to use the Envelope Tool - this tool tlets you change the amplitude at different parts of an Audacity track.
