Exactly - that is known as loopback.
This is how I have to set up to record straming audio on my desktop. (Curiously my newer laptop lests me do it fine with the onbboard soundcard just recording the stereo mix passing throgh the machine.)

To record what is palying on your PC via an external soundcard you wouold normally loopback the outputs of the external soundcard to its inputs - end ensure that Audacity and Windows are both targetted on the external soundcard for both input and input. When you plug in a USB device like this your computer hands over control of all sound services to the USB device - both input and output. I suspect that you have no amp/speakers attached to the output side of your EMU - If so, then don't get any sound from the computer (not even the normal computer ...

When you connect a USB device like your deck, then Audacity hands control of the sound services to the device itself, includung the volume control. If youtr turntable has a gain control / volume control then you are lucky and you control the signal level from there. If it doesn't have such a control...

You may have one problem that's keeping these tools from working. Amplify by design will not push waves over zero. If you have significant pops and clicks in the recording, you may need to push the clicks into overload in order to bring the music up. Or remove the clicks prior to doing further proc...
