Just use Audacity's Time-shift tool (icon is a little horizontal arrow with arrow-heads at each end) and move each track to its required location on the timeline. Then just Export the project.

I presume you are using 1.3.10 - in which there is a bug which rounds up such exports to the next 5-second boundary.
