Yes ok then: use the silence finder to identify the silences, this will create a whole slew of labels one for each silence. Then use Export Multiple to export a set of WAV files based on the silence-labels. Then as Steve suggest burn the CD with intertrack gaps of the required length. The limitation...

Adjusting the gain would seem to band-aid the issue for the time being. No, not a band-aid - it's the right way to do things. IMHO it is better to adjust the signal level on a good pre-amp prior to presenting the signal to Audacity. I am disappointed there is no option to export tracks in .mp3 form...

Those are very big projects for Audacity to work with (unless the songs are very short) - just take care when working with such large projects. Personally I don't like to work with anything much over two hours in a single project.

Which computer and which operating system - and which version of Audacity? Did you connect the USB before starting Audacity (you should). I used to run an ION iTTUSB and it worked fine on Windows XP - I didn't try it with either Vista of Windows 7 (being a refusenik not wanting to go to Bill's newer platforms just yet ... ) I don't see any USB devive listed in your 2nd posting above? Does Windows 7 recognize the device? Have you tried...
