Have you got "Snap To" turned on? If so turn it off (In 1.2.x use Edit > Snap To ... > Snap Off - the indicator is at the bottom of the Audacity window).

Just use the Time Shift tool to slide the tracks along the timeline to the required position - the tool has the icon which is a small horizontal arrow with arrowheads at both ends - and don't forghet to revert to the normal cursor once you have finished with the time-shift tool.

You should be able to manage this through Edit > Preferences > Keyboard - this will let you edit the key-bindings.
