You need to select some or all of the audio in order for the exffects to be usable - otherwise there is nothing for them to work on. the keyboard shortcut CTRL+A will select all the audio for you. You will have been supplied with v1.2 of Audacity by ION - probably 1.2.6 or possibly even 1.2.4 - both...
