Well that looks like a full set for 1.3 to me - that's exactly what my 1.3.12 installation shows.

Wow, that's some seriously damaged signal - the Left channel looks totally (over)saturated and the right channel is not centred on the zero line.

Where did you get this file, is it an import from somewhere, if so what type of file is it? Or did you make this recording yourself?

Yes you can have both on your PC at the same time - but you cannot run both at the same time. Note carefully that while 1.2 projects can be opened in 1.3, you cannot do this the other way around.
