When you plug in a USB device like this your computer hands over control of all sound services to the USB device - both input and output. What you're after is called Dynamic Compression or Dynamic Range Compression. There is a tool for that in Audacity but most folk seem to favour an external too (which can be used as a plugin to Audacity IIRC) called Chris' Compressor (or Chris' Dynamic Compressor) - see http://pdf23ds.net/software/d...
