I may be wrong but I think the problem is not in the 1.2.6 but in the computer. Some Windows drivers often act differently and this is the reason. For me now it works. Have you got the USB device plugged in before firing up Audacity? Yop need to do that.

Yes you do need to install it as an administrator.
Each user (with their own log-in) will see Audacity effectively independently as each will get their own set of Audacity Preferences in their user file-space.

Are you trying to mark particular points in the Audio track?
