Well I'm stumped :? The only thing I can think of is that you may have run into a project size limitation (it's been a while since I used 1.2 so I can't remember its operational details too well). AFAIK there isn't a tutorial in the Wiki or the manual for this - but I can give you a workflow recipe (and note: I'm sure there are other ways of doing this). 1. Are you in Pause mode? You need to be in Stop mode for the Exports to be availabel (i,e, un-greyed).

I should have though of the simpler explanation first :oops:

You may find that just using the Normalize effect will do the trick for you. In Audacity Normalize works on each channel of a stereo pair separately to bring the amplifitude level of each channel to a required level (the default is 0 dB, but I recommend choking it back a little to say -2.0 dB).
