Your input device looks fine as the USB device. For the output device I would target the Realtek directly. And can you select Windows Direct Sound as the host rather than MME.

It's almost certainly not an Mp3 (more likely an MP4/AAC from iTunes?). Audacty 1.2 does that wwith files it can't support - 1.3 at least gives you an error message. No help for the current project - but I would always make sure that you create and use a separate file area on your disk to work with and store your Audacity projects. Also try cleaning the tape transport mechanism, the capstan and the pinch roller - over the years the tend to acquire deposits shed from the tape.
