Re: NOT a raw file. Am I in trouble?
"Unedited" is a bit vague. Cutting and pasting is editing, right? Which is why, I suspect, the original author of that page used "raw" which you also found confusing  And yes indeed Cutting and pasting is editing, anything that changes the (raw, unedited) audio in any manne...

Re: navigating labels?
Those commands are mainly supplied in the "hidden" Extra menu for the benefit of Visually Impaired users. They were put in one of the Extra Menus just so the developer could hang a couple of shortcuts on them Alt+Right and Alt+Left (Audacity can't have shortcuts without a command to assign...

Re: Audacity 2.4.2 does not remember I want it to use Multi-tool

Re: forbidden bitrate value
Testing on W10 with 2.4.2 and the latest alpha test build I have for the upcoming 3.0.0 I can import a two hour stereo MP3 that was encoded at 320kbps - created and sent by a friend of mine (he created it with Audacity 2.4.2).

Re: PC- best level for recording
A quiet fan or fanless. CPU: i3 or better Storage: SSD (128 GB or more - preferably more) RAM: 8 GB or more I would say 256GB absolute minimum. Windows and apps will take up a large part of 128GB 128 is fine for folk who are going to use cloud storage for their data - but Audacity does not run well...
