You have probably created some labels which are not just point label but span a very, very, small selection. You can see this if you zoom in a LOT. This can be caused if you move the label the grabbing the white circle wll move the whole label - grabbing one of the arrow heads will move the boundary...

What version of Audacity are you using (1.x.x) ?

This sounds like a bug that appeared in one on the previous Betas 1.3.x (I can't recall excatly but it may have been 1.3.10).
