You've almost certainly got "Snap To" turned on - see the check box at the bottom left of the Audacity window and uncheck it.

Who has the ART preamp and is it USB? Does it have headphone drivers? It kills you if you can't do that headphone mixing thing. just save it as the filename - Audacity will add the .wav extension for you.
What you are trying to get Audacity to do is to export a file caled <file_name>.WAV.WAV - which is why it is warning you)

The Normalize effect should do this automatically for you. In all versions of Audacity up to and including the latest Beta 1.3.13 Normalize amplifies each channel of a stereo pair independently.
