My wife's W7 laptop will not record streaming audio with Audacity - so based on an earler recommendation from Koz I got her to buy TotalRecorder (it cost $17.95) - she uses TR to capture and then uses Audacity for the rest of her processing. Normally you want 44.1 kHz 16-bit PCM stereo WAVs - this is (part of) the Red Book standard for CDs and it's a good format for loading into iTunes say for compression. MP3 encoding also tends to add a little low frequency noise, though in this particular case it looks like there may be a little DC off-set causing that rise below 5 Hz.
