I'm betting that you are using a USB device: USB soundcard, TT, tape deck or Mic, right?

In which case the gain control needs to be handled at the hardware device as Audacity/XP hands full control to the USB device.

I work with Audacity set at 32-bit float (and 44.1 klHz) as this gives good headroom for applying effects like amplification and noise removal.
