Do you mean they are grayed-out?
If so then make sure that you are in Stop mode and not just Pause - and you need to have the requesite audio selected.

I can't reproduce this on my XP machine - snapping to either end of a range label works ok.
In Audacity range labels and point lables are really the same thing - a point label is a range label with length=0

Much better practise and safer to Save a proper Audacity Project as soon as you open Audacity. AFAIK it doesn't even use temp files if you save the project straight away like this. You can always delete the project later if you really don't need it. The clue is in the name "temp" files 8-)...
