You are probably on Pause mode rather than Stop - just press the yellow square Stop button in the Transport toolbar. Also 2.1.1 introdued a Manage button for most of the effects (including the Notch Filter) - it's at the bottom left of the effect's dialog. The default is set to play 2 seconds before and 1 after. These durations can be changed ig you wish in Preferences>Playback - see this page in the Manual: http://manual.audacityteam.org/o/man/pl ... ences.html

BTW none of the above suggestions are cheap.

There are pleny of cheap USB TTs on the market (including 3-speed ones) but they tend to be trashy and produce trashy results - don't ask me how I know ... :(
