audacity-win-r21239d1-2.1.3-alpha-01-jul-16 - starts an runs absolutely fine on my W10 64-bit Toshiba Satellite laptop (as have all previous 2.1.3 alpha builds).

Offtopic: from looking at that image I'd vacuum all that dust and crud off those vents if I were you. Those vents allows the cooling fans to move air over the hot bits in the PC. If your PC gets overhot it can die - my old got blocked unnoticed by me with cat hairs and lay down and died - so I speak...

Do you know how long it takes, to scan half an hour using a scan button, just to find where you were again? Andy, have you tried zooming to fit the entire half hour project in the Audacity Window (there is a Zoom to fit button in the Edit Toolbar). Then try using Timeline Quick-Play by clicking at ...

Or make the Stop button behavior switchable between current behavior and "Stop and Set Cursor" - controlled by a Preferences setting - default, of course, to be current behavior.
