If you don't want or need scrubbing at all - then not only can you remove the Scrub Toolbar you can also hide the Scrub Bar, The Scrub Bar is the gray bar directly under the Timeline - to hide it just right-click in the Timelin or in the Scrub Ruler and select "Disable Scrub Ruler". This w...

Actually when you move the cursor into the track areas it changes toi correspond to the tool that is currently selcted in the Tools Toolbar.
