I think he was working on replacing it with a Beta-2 but ended up with build problems - and as a result we "lost" Beta-1

after loading the Walkie-talkie preset you can then tweak the controls.

I can't give you any advice on how to unsharpen it - I'm no expert with this effect

Try the Audacity Distortion effect

1) Select your audio
2) Effect > Distortion
3) click the Manage button
4) choose Factory Presets
5) choose Walkie-Talkie
6) use the Apply button (or preview first with the Start Playback button)

and note that other distortion presets are available

Can a midi file be opened with Audacity? I didn't try it yet. In 2.1.3 (and earlier) you can import MIDI - but you can't play it. BUT in the upcoming 2.2.0 release we have added MIDI playback - we did also have MIDI stretching but that had to be temporarily removed for 2.2.0 as it was somewhat bugg...

For what it's worth, I upgraded my MacBook Air to High Sierra a few days ago, without even considering Audacity compatibility. I did this because my Air is my secondary Audacity machine - my primary audio-editing Mac remains on Sierra for now. Anyway, I can't comment on recording with Audacity, but...
