You shouldn't have to if they're installed in the right place (the one that Audacity expects).

And I have QA tested this on Windows 10 and macOS 1.13 High Sierra - now works on both those platforms - just waiting for a Linux test till I can formally close this bug as Resolved.

I tested this bug today with Phil's Steps to reproduce in his original post - testing on macOS 10.1.3.1 High Sierra and on W10 home with the latest 2.2.1 alpha nightlies. There is a crash issue with Chains in 2.2.0 which has already been fixed for 2.2.1.
