See that blue circle button with the white question mark in the Error message

It is the "Help" button for that dialog - click it and you will be taken to the relevant section in the Manual>

Have you inadvertently go sync-lock turned on?

Look at the bottom of the Tracks menu.

Is there a way to bring back the Sync-lock tracks button to the toolbar? I suspect not I've found it quite useful!
