Check that Windows has not turned off/made unavailable uour sound input devices as part of the upgrade.
When mine was updated recently I found that the microphone and stereo mix both had to be reenabled.

Are you using WASAPI aa your host in Audacity (with loopback recording)? If so than the non=starting before the input stream becomes live is a Windows WASAPI "feature" and Audacity can do nothing about thtat. Depending on your PC you may have "Stereo Mix" available as an inpuy if...

I have AUDACITY 2.1.3, in Windows 10. . I want to save audio clips for editing purposes. So far the only way I seem to be able to do this is to literally save slips as individual files, bring them up and cut or paste when needed. For a start it looks like you have DC offset on your signal (observe that the waveform is not centred on the zero line) - you can correct this by using the Normalize effect - just select the DC offset checkbox and uncheck the amplification (unless you also want your amplification) - but it does mean...

My fuzzy impression reading these posts is Audacity Timer Record does not fail. Audacity itself fails and starts blowin' spit bubbles. Hi Sleepy John, the developer involved is busy for most of the next week so it may be next weekend before we can provide a test build. It will just be a link for a download of the test build, just like a normal install - and then it'll be just down to using that Audacity as normal - on Timer Record....
