The Transcription Toolbar should be shown by default, so I'm puzzled by this

Have you tried resetting Audacity to factory settings by deleting the audacity.cfg file ?

Turn off Sync-Lock off - use the bottom item in the Tracks menu Th clocks you see in the second track and the little clocks at the bottom right of the Track Control Panel (to the left of the waveform) are the indication that Sync-Lock is on. That's because one of the features in the Normalization effect is DC Offset removal (and that feature is on by default).
