Appears to be a Windows issue as the same tests on Mac Mojave yield almost identical times of c. 30 seconds for 2.2.2 and 2.3.0

Note that Audacity 2.2.2 is the last version to support XP, and requires SP3. Actuallly 2.1.3 is the last official version for support on 2.1.3 (when we discontinued future support). I see no speed differences between 2.2.2 and 2.3.0 - I'm running on both Windows 10 and macOS High Sierra and now on Mojave.

Is there anything in particular that you see as slower?

And it gets better with 2.3.0 as we have made the speed change dynamic as you move the slider when Play-at-Speed is operating.

But note that the Transcription toolbar only affects playback - it does not alter the audio.
