Re: Copy effects from one recording to another
No you can't do that (unless you have not closed the project and can View History or step back through the Undo chain).
But for future reference you can create a Macro of effects to run on any project or file - see: https://manual.audacityteam.org/man/macros.html

Re: Find jingles in large audio file
No automatic way that I know of.
But you may be able to spot them by eye - but it's not easy.
I can often manage to do this with a webstream I record - but I have been working on that recorded webstream once a week for a few years now - so I've got my eye in.

Re: How to recover the cut sound?
There are two fade-out effects in Audacity - and for my money the better of the two is the " Studio Fade Out " it handles the fade a little more cleverly than a simple fad like Fade Out does. I usually fade for about 10-15 seconds - shorter can still sound unnatural - but you can experimen...

Re: Playback Meter Versus Audacity Mixer Board
When I have Audacity with a Mixer Board showing
a) when I minimize Audacity the Mixer board minimizes with it
b) I can minimize the mixer board independently of the Audacity project window

Re: How to properly handle the mixer board
You have a single track showing in the Mixer Board as you only have a single track in your project.
Audacity cannot un-mix your track.
When I created that image for the Manual I had a project with a five tracks - a separate track for each instrument.
