Well' this leaves me totally foxed

I just tested on my Macbook Pro 10.14.6 - with a large number of tracks and editing by cutting bits out of any of the tracks works fine - as does Timeline Quickplay.

I've run out of ideas here, sorry ...

I tested importing OGG files on my MacbookPro with Mojave 10.14.6 and with both 2.3.2 and the latest alpha build I have for the upcoming 2.3.3 and OGG imports work just fine.

I suspect that Steve is on the right trail here ...

I do get very very slight flickering when I move the sliders - but nothing as extreme as shown in your vido - I have to look very hard to actually notice it.

From the video it is the sliders in the Mixer Toolbar and the Play-at-Speed Toolbar that are flashing/flickering I jest tested on W10 with 2.3.2 and the latest alpha test build I have for the upcoming 2.3.3 and I see no such flickering.
