Actually today I have broadened out this to be a multi-platform bug.
Testing on W10 and careful examination of the resultant waveform shows that i can sometimes, but not always, get a very small glitch here too at the start of the Punch&Roll re-record.

I get this - but only sometimes and only on one of my W10 PCs and not the other. For me the silence is about 2 seconds - you can see the play cursor advancing for 2 secs. with silent playback until the audio starts at about 3 secs=. The fact that it seems to affect recording (for microphones and USB devices as others report) suggests that it may be down to driver issues.

Yes, I think you're right - and I think it's a bug (I shall be logging it).
