And not only is this a bug it's a regression.
Further testing shows that this is a regression on Audacity 2.2.2, first introduced in version 2.3.0
So I will be logging this bug.

@Guillermo - just single-click on the blur-circle in the original pan control dialog
or single-click on the reticulated scale for the slider.
(It's the double click that's causing the bug to show.)

Further testing shows that it's not only the Pan and gain sliders in the TCPs that are affected this way - this also afflicts the sliders in the Play-at-Speed toolbar and those in the Mixer toolbar.
