I think you need the "Change Speed" effect which should be right above the "Change Tempo".

Usually that happens when you plug in a USB deck like the ION, Numark. The device takes control over the input and thus input selection is greyed out - recording should take place ok with the USB device in control. Workaround: just delete the old WAV file first (or re-name it). I think that Audacity is just trying to be kind to you and not over-write your existing file. In Audacity 1.3.x there is a new "experimental feature called themability - accessed via Preferences/Theme.
So far most of us have not been brave enough to mess with this stuff ......
