Yes you're correct, I'm used to using the Adobe ratio and shifting a couple of decimals to get the required % for stretch/length change, as Adobe stretches by length and doesn't look at it as speed.

OK a friend agrees with me that it seems the speed change entered in Audacity should be +0.99349% This should change the 4min:13secs.40 long file to 4min:11secs.75, however it's making the file 4min:10secs.90. Where do you change the dithering setting?
I have Audacity 2.0 from March 2012, and I went into EDIT - PREFERENCES and REAL TIME CONVERSION and HIGH QUALITY CONVERSION both have DITHER set to NONE.
Is this something different to what is being discussed here?

Hi guys,
I'm using Audacity 2.0 (March 2012) with Windows 7 Pro.
I'm loading in a 48000/24bit file and changing the speed, when I go to export it the WAVE selections only allow 16 bit and the FLAC selection is also 16bit.
How do I keep the speed changed file at 24bits?
