As a practical matter, digital-to-analog-to-digital conversion is usually transparent so an interface with line inputs (such as the UCA 202) should be fine. There might be a "data acquisition" card/interface that can do that but probably not at a low price. Does it show-up as a Recording Device?
If not, right-click the Windows Speaker/Volume icon, select Open Sound Settings, and check if Windows is finding it as in Input Device, and make sure it's enabled.

Try experimenting with the Graphinc Equalizer . Mostly, you'll just have to experiment ( with the "preview"). But maybe start by cutting the frequencies below 40Hz as much as possible. If you want good quality, why not keep it digital?I recently bought one of those inexpensive audio cassette players/records to make mix tape on as a hobby like I did back in the 90s. Needless to say the sound quality isn't great by any measure

That's a problem. The "shiny disc" formats allow for track or chapter markers but most "computer file" formats don't. Try turning down your Windows playback volume.
The recording volume control usually doesn't do anything with "loopback". You are "capturing" the digital audio data before it goes to the soundcard.
