Usually an application that supports ReplayGain can also write the tags. But, I don't know if the tags are standardized and interchangeable between applications. I use it with Winamp. Wikipedia has a list of applications that support ReplayGain. But there are other similar options that don't rely on...

Try MP3Tag. (It works on most formats, not just MP3s.)
WAV is about the worst format for metadata. It's not well standardized or well supported. If you want lossless, FLAC is usually better option if your player supports it. Plus, your files will be smaller.

The Normalize effect allows you to normalize the left & right channel independently. But regular normalization works on the peaks so that may not make the channels sound equally loud.
