That's not possible.
In general, you can't un-mix audio. Of course you can isolate the left & right and there are "tricks" for isolating or removing "centered" vocals.
...There is a tool called spleeter that's supposed to un-mix to some extent but I haven't tried it.

Actually, MP3DirectCut can change the volume (including normalizing and "fading" in or out). But a limitation of MP3 is that volume adjustments can only be done in 1.5dB steps. No there are no "official" video tutorials and of course whoever makes those doesn't keep them up-to-date.the tutorials i am looking at are the ones on you tube. do you manage those ?

It says it's a Wave file so try changing the file name to MAY07125054.WAV. I'm not too optimistic but it's worth a try... I'm not familiar with the "Dev" format. I got a few hits when I searched but no "quick answers" about how to decode it. There are a few more format details that you can search......
