I succeeded in answering my own question. Use Sound Forge (I'm using the free trial) and go to Tools > Statistics.

This manual shows an RMS envelope Tracker in the analyze menu of Audacity 1.2.4. Has this feature been moved or removed since then? If it is no longer in Audacity, can someone recommend a program to find the RMS level of a wav file?
