1.3.9 alpha vs. beta

About a month ago I followed the advise I received in this forum and installed 1.3.9 alpha (I was given the URL to do so). I'm about to begin some serious editing. Is there any reason to switch to 1.3.9 beta, or are they essentially the same?

Yes, I've been saving an MP3 copy, with the same intent--I probably should be recording in WAV anyway, shouldn't I? Have been going over the instructions for 1.3.8. Do like many of the additions I've found so far...and no problems so far. Where's the best list of improvements.

While we're at discussing things, let me ask you about something. I think Audacity is an amazingly terrific app, and we should all be thankful to all of you for it. Anway, regarding the 1.3 version you recommend, is that the ANSI or the Unicode version from the page you recommended? For interviews etc. in order to get the sound up to an optimal amplitude (say, -3 db per track), is there any difference or advantage to using Amplify vs. Normalize--if I set Amplify to -3 db to start?
