Currently when you open a file and you want to close immediately there is a question dialog if the user want to save changes. -- user has to click every time to confirm his decision when closing. Nevertheless the question in such case could be spared. Opening project and opening a file takes the same amount of time and clicks. There is no gain there, but there is a loss -- user has to click every time to confirm his decision when closing.

When you start Audacity there is no file, right? But once you load one and close it, Audacity closes as well. It would be more useful that close would close only the file not the program (in case of the last file, if there are more instances they should be equivalent).
