Click in the waves where you want the start of the first pause to be.

Generate > Silence and choose 3 seconds.

Edit > Copy or CTRL + C.

Click in the waves where you want the start of the next pause to be.

Edit > Paste or CTRL + V.

Continue by clicking then pasting.
