Are you using the current 2.0.6 version of Audacity from http://audacityteam.org/download/windows ? In 2.0.6 the Snap To choice is a dropdown menu that should be fairly hard to enable accidentally.

+1 for being able to completely remove the warning. I use audacity a lot for simple edits to lots of files and I would say this pop-up slow me down like 5-10% If you are making edits you are changing your original contents.
