We can't debug it further without information about the file. What does MediaInfo say about it? Vlc says that the is a mono file, coded using PCM S16 LE (s16l) at sample rate of 16000 Hz using 16bit per sample. Is an mp3 file recorded from a nokia phone... It is not an MP3 file if it contains PCM s...

If you are willing to install python and run a script there is a possible workaround here to import the markers as Audacity labels http://wiki.audacityteam.org/wiki/Impor ... nformation.
