If you need to split the stereo track to make into separate tracks for left and right, use the Track Drop-Down Menu.
If both tracks are selected, Time Shift Tool moves both tracks. Click above Mute / Solo in the track you want to move, which will deselect the other track.

Contrast seems to measure white noise on its own at -81 dB peak and gives a very similar RMS result to Sample Data Export. Yes it seemed to work - but that was a bug. The "blocky" sample has no useful audio above 3000 Hz (compared to about 5500 Hz in the "good" sample) so obviously sounds dull. Oh and my host is MME for now because I have Installed my latency correction there in "preferences" and everything is in 48000 khz, in window...
