Also off topic but Audacity could do the equivalent of Tracks > Stereo Track to Mono when pasting a stereo clip into a mono track. The only real danger is that some people may have been lazily intending to paste only one channel or the other and could then assume that's what Audacity actually did. T...

What is seen as the best level at which to normalize? Only you can answer that. ;) The default -1 dB is good, but it could be too high for some players or speakers to completely avoid distortion. Yes. It would be an alternative (that some think would be more convenient) to adding metadata for each track into Metadata Editor.
