Are there other sources of interference? Electric cables? WiFi network in the apartment next door? Mobile phone mast outside? Do you have another computer to try your headset on and see if you get the same noise there? Do you have another headset? This is not a problem with Audacity. Have you asked ...

I suggest you follow the steps in compile.txt to the letter. Delete the Audacity tree you had and make a fresh checkout. Then it will work. Use audacity.sln not the audacity-vs2008_OBSOLETE.sln.
