VLC does not display audio waveforms whatever the properties of the stream or the file you are writing. If you want the waveform displayed, then you could just Play the network stream in VLC (without converting the stream to a file), then have Audacity record the stream. With the right tools, if you can play the stream and its source is a file, then you can download the file.

If it's a rebroadcast, it must be coming from a file.

No idea, but you could either try checking out the complete source code then compile Audacity with local libraries wherever possible, or ask the Crux community for help as to whether there is a problem with a system dependency.

You should be able to play a stream while recording it using VLC. It works on Windows, anyhow.
