Please try Transport > Rescan Audio Devices in the Audacity menu bar, or Audacity > Quit Audacity then restart Audacity. I tried the VST version of DeBreath in Audacity 2.1.1-alpha on Mavericks and Yosemite and it appears to be applying the effect correctly.

after I deleted EQBackup.xml (before reinstalling), Audacity was still able to run the pre-installed equalizer programs. I thought Audacity was getting them from EQBackup.xml.
