I am able to duplicate the issue where the Change Speed effect works when I use it on a music file in the native Audacity format, but it gets lost if I export the music file to the MP3 format without saving the project first. Export the track as WAV (export multiple if you have more than one track). You can import the WAV file(s) into a new project.
