If you add the Normalize effect and an export command to a Chain then apply that Chain to the files, each file's metadata should be correct. http://manual.audacityteam.org/o/man/chains_for_batch_processing_and_effects_automation.html . Audacity has no e-mail feature, you can only export the file.
Given e-mail services often have attachment limits, and given you may not know the limits on the service your recipient is using, it's often better to use Dropbox or similar.

Prefs do not copy over completely from 2.1.0 to 2.1.1! Setting meter waveform dB range passes over. You said before that "did not stick" (did not get the same setting in 2.1.1 as 2.1.0). Tracks/Default view mode (Waveform prefs for the wave window) doesn't. That and the meter/waveform ran...
